APPI — 会議の録音

このページの目的
音声の録音は個人情報です。話者が区別できる議事録も同じです。つまり 会議を文字起こしした時点で個人情報の保護に関する法律(個人情報保護法・APPI) の話になります。処理が端末から出ない場合でも同じです。
個人情報保護法が求めること
- 利用目的の特定と通知・公表(第17条・第21条)。何のために録音するのかを あらかじめ決め、参加者に伝えます。
- 要配慮個人情報(第2条第3項)。健康、信条、社会的身分などが話に出る場合、 原則としてあらかじめ本人の同意が必要です。
- 第三者提供の制限(第27条)。議事録を社外に渡す行為は別の判断を要します。
- 外国にある第三者への提供(第28条)。クラウド事業者を使う場合の最大の論点です。
- 安全管理措置(第23条)。保存場所、アクセス権限、保存期間を決めておきます。
- 開示等の請求(第33条以降)。本人からの開示・訂正・利用停止の求めに応じます。
所管は個人情報保護委員会(PPC)です。
Caliptic Translate が実際に行っていること
音声認識・翻訳・話者分離・会議の文字起こしは、すべてご自身のコンピュータ上 で動きます。音声、議事録、会議のタイトルが当社や第三者へ送信されることはありません。 会議モードでは元の音声は保存されません。ディスクに書かれるのは文字起こしされた テキストだけで、それもご自身のユーザー領域の中です。
この結果、会話の内容について当社は取扱事業者としてその情報を受け取っていません。 したがって第28条の外国にある第三者への提供という論点が、会議の内容については 生じません。送信していないからです。
販売者として当社が保持するのは、Merchant of Record である Paddle 経由の 注文・サブスクリプションのメタデータのみです。詳細はプライバシーポリシーに 記載しています。
利用者の責任
端末内処理は移転と委託先アクセスの論点をなくしますが、利用者ご自身の義務は なくなりません。会議を録音するのであれば、目的を定め、参加者に伝え、求めに応じ、 必要な期間だけ保管し、不要になったら削除するのはご自身の役割です。アプリは録音中の 表示、ローカル保存、ワンクリック削除といった手段を提供しますが、義務は利用者に残ります。
Japan — Act on the Protection of Personal Information (APPI)
A voice recording and a speaker-separated transcript are personal information under the APPI. The regulator is the Personal Information Protection Commission (PPC).
- Purpose specification and notice (Arts. 17, 21) — decide and communicate why you are recording.
- Special care-required personal information (Art. 2(3)) — health, beliefs, social status and similar generally require prior consent.
- Restriction on third-party provision (Art. 27).
- Cross-border provision (Art. 28) — the main issue with cloud services.
- Security control measures (Art. 23).
- Disclosure and correction requests (Arts. 33 onward).
What Caliptic Translate actually does
Speech recognition, translation, speaker separation and meeting transcription run entirely on your own computer. Audio, transcripts and meeting titles are never transmitted to us or to any third party. In Meeting mode the raw audio is not stored at all — only the transcribed text is written to your own disk, under your own user account.
Because of this, for the content of your conversations we are not a controller or a processor: we never receive that data. The person who starts the recording is the one who decides why and how it is processed, and is therefore the controller of it.
We do hold a small amount of data as the seller: order and subscription metadata through Paddle, our Merchant of Record. That is covered by our Privacy Policy.
Because the content is never transmitted, Art. 28 cross-border provision does not arise for your meeting content.
What this means for you
On-device processing removes the transfer and vendor-access questions. It does not remove your own obligations. If you record a meeting, you are the one who must have a lawful basis for it, inform the participants, honour their requests about the recording, keep it only as long as you need it, and delete it when you do not. The app gives you the tools — a visible recording notice, local storage you control, and one-click deletion — but the duty is yours.
